New Foundry (https://ai.azure.com/nextgen) doesn't work with standard setup

🐞 What happened?

The new Foundry experience (https://ai.azure.com/nextgen) does not work when Foundry is deployed with CAIRA.

The error is as follows:

If I grant wider access to CosmosDB (#299), the different error appears:

Do you know what is the root cause @PabloZaiden ?

I'm guessing permission issues with the cap host resources. But we still need to do a longer, proper analysis.

@gukoff to keep you in the loop, we are actively working with the Foundry product group to find a solution to this issue. For the time being, foundry_standard, foundry_standard_private and foundry_basic_private have to be used with the previous version of the Foundry portal.
